Spain is positioning itself as an increasingly important player in Europe’s semiconductor landscape, leveraging a combination of regional specialisation, research excellence and industrial collaboration to strengthen its role across the global chip value chain.
While major semiconductor-producing nations often focus on manufacturing scale, Spain’s strategy is increasingly centred on developing complementary capabilities in areas such as chip design, photonics, advanced packaging, research and application-driven innovation.
Industry organisations including AMETIC, regional development agencies such as ACCIÓ, and clusters like Canary Chip are working to ensure that these strengths contribute to both national competitiveness and broader European objectives.
Building a Value-Chain Strategy
According to AMETIC, Spain’s semiconductor future depends less on replicating the manufacturing-heavy ecosystems found elsewhere and more on identifying the areas where it can make distinctive contributions to the European semiconductor ecosystem.
The organisation advocates a value-chain approach that connects existing strengths in design, integrated photonics, advanced packaging and research with wider European manufacturing initiatives, pilot production facilities and industrial demand. The objective is to ensure that Spanish capabilities complement rather than duplicate those of other European regions.
A key feature of this strategy is the recognition that semiconductor success does not depend on a single geographic hub. Instead, Spain has developed a network of regional ecosystems, each contributing specialised expertise while collectively supporting a more resilient national semiconductor sector.
Catalonia Emerges as a Semiconductor Hub
Among Spain’s most prominent semiconductor regions is Catalonia, where the Government of Catalonia and its economic development agency, ACCIÓ, have developed a comprehensive industrial strategy through the Semiconductor and Chip Alliance of Catalonia.
The region’s plans are structured around five priorities: strengthening the semiconductor value chain, attracting international investment, developing strategic infrastructure, building specialised talent and accelerating technology transfer.
