When militants launched a terror attack in Pahalgam, a popular tourist destination in Indian-administered Kashmir, in April 2025, India’s government attributed the violence to Pakistani insurgents and responded with Operation Sindoor, a military operation that relied on digital network coordination for precision strikes. In the days that followed, violence escalated between the nations, and while a ceasefire soon ensued, this was not before an explosion of digital attacks on infrastructure and public-facing services—from both sides.
As Lieutenant General Madhavan Unnikrishnan Nair, India’s former National Cyber Security Coordinator and a visiting professor at the Indian Institute of Technology Gandhinagar, told EE Times: “Our distributed denial-of-service [DDoS] attacks went up multi-fold and they were all focused on critical infrastructure, like our financial sector.
