The experiences of the COVID-19 pandemic and geopolitical tensions have highlighted just how heavily the global economy relies on semiconductor supplies. Disruptions to supply chains have affected the production of cars, consumer electronics and many other industrial sectors. As a result, semiconductors are no longer viewed solely as an industrial product. They have become one of the key elements of a country’s economic, technological and strategic security.
The European Union’s response to these challenges is the European Chips Act, one of the most important industrial programmes of recent years. Its aim is to boost Europe’s capacity in the design, research and manufacture of semiconductors, to foster innovation and to attract new investment to Member States. The programme is designed to support the creation of a more resilient and competitive European semiconductor ecosystem, capable of competing more effectively with global industry leaders.
Across Europe, we are today seeing intense competition for new investment projects, research and development centres, and manufacturing facilities. The regions of Saxony and the Czech Republic are experiencing particularly rapid growth, with multi-billion investments being made by companies such as TSMC, Bosch, Infineon and GlobalFoundries. The semiconductor cluster forming around Dresden has the potential to become one of the most important centres for integrated circuit production in Europe.
Poland does not currently have the most advanced factories producing integrated circuits using the latest process technologies. However, it does have a growing ecosystem encompassing many key elements of the semiconductor sector’s value chain.
Domestic expertise is concentrated primarily in the areas of integrated circuit design, software development for the semiconductor sector, materials research, photonics, semiconductor technologies, and the manufacture of specialised equipment and components used in the integrated circuit production process. Skills related to integration, testing and selected back-end processes are also being developed.
A key strength of Poland is the presence of international technology companies, along with a well-developed research and development base comprising scientific institutes, technical universities and innovative enterprises. This enables the gradual development of capabilities that can form the basis for further industrial and technological investments.
Another advantage for Poland is its geographical location. Its proximity to the growing semiconductor cluster spanning Saxony, the Czech Republic and Lower Silesia create an opportunity to serve as a research and development, engineering and manufacturing hub for one of Europe’s most important centres of the semiconductor industry.
Human capital remains one of Poland’s most important assets. Technical universities and research institutes have been training specialists in the fields of electronics, microelectronics, automation, computer science, physics and materials science for many years. Access to a highly skilled workforce is one of the key factors influencing the choice of location for new projects by investors from the semiconductor industry.
At the same time, the sector’s further development will require even closer cooperation between academia and industry, the expansion of research and development capabilities, and an increase in the number of specialists capable to implement advanced technological projects. Against a backdrop of growing global competition for talent, this represents one of the most significant challenges for the entire ecosystem.
The global transformation of the semiconductor market and the measures being taken by the European Union to enhance the security and resilience of supply chains offer Poland an opportunity to strengthen its position in one of the most strategic sectors of the modern economy Growing demand for advanced technologies, available support schemes and developing national scientific and industrial expertise create favourable conditions for attracting investment, fostering the growth of innovative enterprises and further strengthening the national semiconductor ecosystem.
Poland does not currently compete with global leaders in the production of the most advanced integrated circuits, but it has the potential to play an increasingly important role in the European semiconductor value chain. Areas such as circuit design, research and development, materials engineering, systems integration, testing and selected back-end processes are particularly promising. Making effective use of these strengths, whilst developing human resources and infrastructure, can support the country’s long-term technological and economic development.
