Samsung Teams Up with Arm to Develop 2nm On-Device AI Chip; OpenAI Rumored as Potential Customer

South Korea's Samsung Electronics has officially launched a joint development project with Arm for an on-device AI system-on-chip (SoC). Arm approved initial development costs in late August, with clear division of responsibilities: Arm provides core technologies including the AI accelerator architecture, Samsung's System LSI division handles SoC design, and the foundry division will mass-produce using 2nm process technology. Market speculation suggests the end customer may be OpenAI, though none of the three parties have confirmed this. The collaboration uses a Limited Use License model, allowing Samsung to profit from both design and manufacturing. As AI computing shifts from cloud to edge devices, demand for custom AI chips is growing rapidly, with Broadcom's latest earnings showing high-speed expansion in custom AI chip revenue. If the project reaches mass production, Samsung will accumulate a track record of serving AI customers with 2nm process technology, strengthening its position to win more custom chip orders.
